ScopeAppointment of a multidisciplinary Service Provider/Transaction Advisor to (Phase 1, mandatory) close out NSWHP 1.0 through an auditable close-out report, review and update the 2018 feasibility study/2024 viability work, and design a decision-ready NSWHP 2.0 business case and implementation model covering the social upliftment and demand/load-reduction pillars; (Phase 2, optional) provide procurement, funding structuring and fund mobilisation support if activated after Decision Gate 1; and (Phase 3, optional) provide PMO establishment, programme management and implementation support if activated after Decision Gate 2. Work must align with the DEE Strategic Plan 2025-2030, NEES 2026-2035 and the forthcoming NEEAP, and address technology eligibility (SWH, heat pumps, PV-enabled water heating), financing/incentive design, MRV, risk allocation, consumer protection and municipal implementation capacity.
